Structure: Open-source base system

A fully-fledged constituent or customer management system whose code is open and modifiable. Some are built for the nonprofit sector, such as CiviCRM, and others are general-purpose business systems adopted by nonprofits, such as Dolibarr.

What they share is the licence: an organisation with development capacity can change the system itself rather than waiting for a vendor. Being free to download does not by itself qualify a product; the test is whether the working system is open and modifiable, and a complete constituent management system rather than a framework something else has been built on. Hosting, support and implementation are usually still paid for.
