Structure: Open-source base system - app or partner

A product or implementation delivered on top of an open-source base system by a third party rather than by the project itself. Most are implementation and hosting partners delivering an open-source platform to a particular country or sector, each listed separately because what they add in language, local compliance, hosting and support differs.

Also included are proprietary applications built on an open-source business system, where the base remains open but the layer on top does not. The practical difference from using the base system directly is that someone else carries responsibility for configuration, hosting and support.
