Country: Italy

Italian civil society runs along two tracks: a secular tradition of voluntary organisations, and an older relationship between the Catholic Church and the state. Software for the two rarely overlaps.

On the secular side, organisations register under the Codice del Terzo Settore, a status that unlocks tax benefits, formal working relationships with public bodies, and eligibility for 5 per mille (5×1000) funds, the scheme letting a taxpayer redirect a small, fixed share of tax they already owe to a nonprofit of their choosing. Registration also requires statutory financial reports, so software built for this status usually bundles reporting with membership management.

A separate, older mechanism, 8 per mille, is a near-automatic allocation of tax revenue dating from the 1985 revision of the Concordat between Italy and the Church. It applies at the state level rather than depending on Codice registration, and replaced an older system of paying clergy directly.

Parish administration runs on its own separate tier again, built around a centrally operated diocesan system rather than a competitive market.
