Organisation & background
Family-owned Pulsen Omsorg AB, part of the Pulsen Group, built Combine around a process-mapping of Swedish social services’ actual workflows. Named municipalities including Nacka, Piteå and Norrköping have adopted Combine through competitive public procurement.
Functionality
Pulsen Omsorg – Combine is a case-management system built for Swedish municipal social services and disability-support (LSS) casework, covering statutory decision-making, commissioned-provider delivery and documentation. Combine Core handles statutory casework and record-keeping across Sweden’s social-services and health legislation, and Combine Plan is a dedicated shift-rostering and care-scheduling module. A mobile app lets field staff report and sign documentation on the move using pre-written standard phrases, a citizen-facing e-service portal lets people apply for and track services themselves, and a generative-AI tool, piloted with two municipalities, drafts journal entries from spoken care-staff observations.
Localised features
Built directly around Swedish statutory frameworks: Socialtjänstlagen, the Social Services Act, LSS, disability-support law, and Hälso- och sjukvårdslagen, the Health and Medical Services Act. Procured via formal municipal public procurement rather than sold directly, developed within a national standardisation push led by SKR, the Swedish local-government association.
Implementation model
Delivered via competitive municipal procurement and long-term contracts, five to sixteen years, with a multi-month data-migration/go-live project and ongoing joint development after launch.
Hosting
Cloud-hosted by the vendor.
